Lenin was in favor of a elected Constituent Assembly to launch a post-revolutionary government. He changed his mind though after the Bolsheviks lost the November 1917 elections.

The Assembly met in January 1918, but the Bolshevik delegates walked out. The remaining delegates declared Russia a republic. But soon afterward, Lenin dissolved the Assembly, banned all political parties except his own, censored the press and started ruling “based directly upon force, and unrestricted by any laws” (his own words).
